Batman attempts to guide Gotham’s youth away from violence, but after a housing project is announced, they riot and occupy the site with explosives. Frustrated, Batman steps back, leaving the situation to the police. However, the gang refuses to negotiate with anyone but him, forcing Commissioner Gordon to call for his help.
